Local human resources and social security departments were asked to provide a complaints procedure for workers to report if their wages have been delayed or unreasonable deductions have been taken from their paychecks.

在上面的報(bào)道中,unreasonable deductions from paychecks就是“克扣工資”,“拖欠工資”則可以用withholding wages或者delaying wages來表示,complaints procedure to report就是農(nóng)民工在拿不到full wages(全額工資)的時(shí)候可以尋求幫助的“舉報(bào)投訴渠道”。Report在這里指“舉報(bào)”,"舉報(bào)者"則是whistleblower。部分雇主delay paying wages(拖欠工資)是因?yàn)楹ε罗r(nóng)民工過了春節(jié)就不再回來工作,這和近兩年的labor shortage(用工荒)有很大關(guān)系。
為保障勞動(dòng)者權(quán)益,國(guó)家有關(guān)部門還制定了negotiation system on wages(工資協(xié)商制度)和equal pay for equal work(同工同酬)條例,為企業(yè)設(shè)立minimum wage standard(最低工資標(biāo)準(zhǔn))。
