Britain’s relationship with China is still “golden” said Theresa May, prime minister, as she welcomed plans by a Chinese developer to press ahead with a £1.7bn new business district in east London’s Royal Albert Dock area.

Mrs May, who held talks with Chinese vice-premier Ma Kai in Downing Street yesterday, is keen to show that Britain remains open to investment from China.

The warm ties between the countries fostered by former chancellor, George Osborne, cooled after Mrs May decided to review investment by a Chinese energy company into the Hinkley Point nuclear power project. Jim O’Neill, the Treasury minister leading trade talks with Beijing, quit the government after he was sidelined over the issue.

It has not been clear whether Mrs May’s government would continue to invest as much political capital in the Chinese relationship, not least because of Mrs May’s focus on security issues. But her eventual decision to back the Hinkley project, with some new security safeguards, eased tensions ahead of her meeting with the Chinese vice-premier, who will hold further talks with chancellor Philip Hammond today.

As part of the visit, ABP, the Chinese developer leading the £1.7bn business district project in east London, will sign a funding agreement that will enable work to begin on the delayed scheme next year. ABP said it would proceed with the plans, which won support from then London mayor Boris Johnson, despite the Brexit vote and previous hitches, including the withdrawal of a major investor, in what it said was a “mark of faith in the UK market”.

The group will announce a new development partner, Thailand’s Charoen Pokphand Group, in addition to Chinese conglomerate Citic, which is both an investor and lead contractor for the scheme. Charoen Pokphand has pledged £425m of the costs.

The development had stalled when a previous investor, China Minsheng Investment Group, pulled out after failing to agree an equity split with ABP. This raised questions over the scheme’s future, despite at least three previous signing ceremonies to mark the plans. But work will now begin on the first of six phases early next year, ABP said.

Four Chinese banks will provide £1.2bn of funding for the 35-acre scheme close to London’s City Airport and the new Crossrail line. The project is one of several large Chinese-backed developments under way in London, in a wave of Asian investment into the city.

Lord O’Neill, a former Goldman Sachs chief economist, feared that Mrs May would sideline both the China relationship and Northern Powerhouse scheme, another of his initiatives, and left government in September. The Chinese will not travel north this time, but Mr Ham¬mond will also unveil a Northern Powerhouse investment portfolio, detailing 13 property and infrastructure projects.
