自然資源資產(chǎn)產(chǎn)權(quán)制度改革全面實(shí)施

為加快健全自然資源資產(chǎn)產(chǎn)權(quán)制度，進(jìn)一步推動(dòng)生態(tài)文明建設(shè)，中辦、國辦近日印發(fā)《關(guān)于統(tǒng)籌推進(jìn)自然資源資產(chǎn)產(chǎn)權(quán)制度改革的指導(dǎo)意見》，要求各地區(qū)各部門結(jié)合實(shí)際貫徹落實(shí)。

By 2020, a property rights system for natural resource assets featuring confirmed ownership, clarified rights and responsibility, strict protection, smooth transfer and effective supervision should have been basically in place, reads the guideline.

意見指出，到2020年，歸屬清晰、權(quán)責(zé)明確、保護(hù)嚴(yán)格、流轉(zhuǎn)順暢、監(jiān)管有效的自然資源資產(chǎn)產(chǎn)權(quán)制度基本建立。

The efficiency of natural resource development and use, as well as resource protection, should have been significantly enhanced by then, providing strong support for improving ecological civilization, and guaranteeing national ecological security and resource security, the guideline says.

自然資源開發(fā)利用效率和保護(hù)力度明顯提升，為完善生態(tài)文明制度體系、保障國家生態(tài)安全和資源安全提供有力支撐。

意見提出，自然資源資產(chǎn)產(chǎn)權(quán)制度(property rights system for natural resource assets)是加強(qiáng)生態(tài)保護(hù)、促進(jìn)生態(tài)文明建設(shè)的重要基礎(chǔ)性制度(play a fundamental role in protecting resources and promoting ecological functions)。

此外，意見提出將統(tǒng)籌推進(jìn)試點(diǎn)機(jī)制。其中包括：在國家公園體制試點(diǎn)地區(qū)(pilot areas of national park system)等區(qū)域，探索開展促進(jìn)生態(tài)保護(hù)修復(fù)的產(chǎn)權(quán)激勵(lì)機(jī)制試點(diǎn)，吸引社會(huì)資本參與生態(tài)保護(hù)修復(fù)。通過總結(jié)試點(diǎn)經(jīng)驗(yàn)，最終形成可復(fù)制可推廣的制度成果。
