CRI: We noted that a newly-released MV of the 2022 Winter Olympic and Paralympic Games' theme motto promotion song "Together for a Shared Future" became an instant hit at home and abroad. Have you seen it? Would you like to give a comment?

趙立堅(jiān)：和大家一樣，我也看了這首新版MV。它講述的是一個(gè)個(gè)冬奧百姓故事，描繪的是一幅幅百姓喜迎冬奧的縮影。通過一幕幕具有煙火氣的畫面，它全方位展示了北京作為東道主和雙奧之城的發(fā)展情況，展現(xiàn)了中國民眾熱切期盼冬奧的心情。正如歌曲所唱“一起來，一起向未來”，相信北京冬奧會一定會帶動全世界冬季運(yùn)動愛好者點(diǎn)燃激情，擁抱冰雪!

Zhao Lijian: I watched this new MV like many of you. It is a mosaic of many individual stories depicting how ordinary people from all walks of life are looking forward to the Winter Olympic and Paralympic Games with joy and excitement. Through the heart-warming episodes from people's everyday life, the MV showcases the development of Beijing as the host city of both the Summer and Winter Olympics as well as the eager public anticipation for the Games. Just as the lyrics go, "Together for a Shared Future". I'm sure the Beijing Winter Olympics will ignite the passion of winter sports lovers all over the world and bring more people to experience the fun of ice and snow.

時(shí)隔13年，北京再度點(diǎn)燃奧林匹克圣火。再過79天，北京將首次舉辦冬奧會，成為首個(gè)雙奧城市。當(dāng)前，北京冬奧會和冬殘奧會各項(xiàng)籌備工作正緊鑼密鼓，有序推進(jìn)。據(jù)了解，北京冬奧會三大賽區(qū)多項(xiàng)賽事和保障測試正在有序進(jìn)行。所有冬奧會場館實(shí)現(xiàn)100%綠色電力供應(yīng)，采取了諸多創(chuàng)新舉措。北京冬奧會所產(chǎn)生的碳排放將全部實(shí)現(xiàn)中和。正如國際奧委會北京冬奧會協(xié)調(diào)委員會主席小薩馬蘭奇表示，非常高興和驕傲地看到北京冬奧組委在可持續(xù)發(fā)展方面作出巨大努力。北京冬奧會正在兌現(xiàn)碳中和的承諾，兌現(xiàn)“帶動三億人參與冰雪運(yùn)動”的承諾。

After 13 years, the Olympic flame was once again lit up in Beijing. In 79 days, Beijing will host Winter Olympics for the first time and become the first city to host both the Summer and Winter Olympics. At present, all preparatory work is being carried out in an intensive and orderly manner. As far as we know, test matches and logistics tests in the three competition zones are well underway in an orderly fashion. All stadiums and venues of the Winter Olympic Games are 100% powered by green energy, and innovative measures have been taken. The Games will be a carbon-neutral event. Chairman of the International Olympic Committee (IOC) Coordination Commission for the Beijing 2022 Juan Antonio Samaranch Jr. said he was happy and proud to see that the Beijing Organising Committee for the 2022 Olympic and Paralympic Winter Games (BOCOG) has dedicated enormous attention to sustainability. The Beijing Winter Olympics is delivering on the promise to hold a carbon-neutral Games and to get 300 million people involved in winter sports.

中方將繼續(xù)秉持綠色、共享、開放、廉潔的辦奧理念，同國際奧委會和各國一道，展現(xiàn)“更團(tuán)結(jié)”的奧林匹克精神，為世界奉獻(xiàn)一屆簡約、安全、精彩的奧運(yùn)盛會，為冬奧運(yùn)動的普及推廣和國際奧林匹克事業(yè)作出新的貢獻(xiàn)。

China will continue to follow a green, inclusive, open and clean approach to preparing and hosting the Games, demonstrate the Olympic spirit of "together" with the IOC and countries around the world, deliver a streamlined, safe and splendid Olympic Games to the world, and make new contributions to the promotion of winter sports and the international Olympic cause.

路透社記者：據(jù)中國報(bào)道，中美將放松對方國家記者的入境限制。你能否證實(shí)?具體而言，去年和前年被中國驅(qū)逐的美國媒體記者可以回到中國嗎?

Reuters: Chinese media reported that China and the United States will ease restrictions on access for journalists from each other's countries. Can you confirm if these restrictions will be eased? Specifically, will the journalists from the US media expelled from China last year and the year before be allowed to return?

趙立堅(jiān)：中方高度重視媒體問題，一直盡最大努力為包括美國在內(nèi)的外國記者在華依法依規(guī)報(bào)道提供協(xié)助、便利和服務(wù)。與此同時(shí)，對美方對中國駐美媒體的歧視性作法予以明確反對。經(jīng)過多輪磋商，近日，雙方本著相互尊重、對等互惠的原則達(dá)成三項(xiàng)共識：

Zhao Lijian: China places great importance on the issue of media and has been doing its utmost to provide assistance, convenience and service to foreign journalists, including American journalists, in their reporting that is conducted in accordance with laws and regulations. In the meantime, we are unequivocally opposed to discriminatory practice on the US side against Chinese media in the US. After many rounds of consultations, China and the US recently reached a three-point consensus on the basis of mutual respect, reciprocity and mutual benefit:

一是雙方相互保障在對方國家工作的現(xiàn)任常駐記者在嚴(yán)格遵守防疫政策和領(lǐng)事規(guī)定前提下可正常進(jìn)出對方國家。

First, the two sides guarantee that both will allow the other side's currently-employed resident journalists unhindered exit and entry on the condition that they are in strict compliance with COVID response protocols and consular regulations.

二是雙方同意為對方國家記者頒發(fā)一年多次入境簽證。美方承諾將立即啟動國內(nèi)程序解決中國記者簽證停留期問題，中方則承諾在美方政策措施到位后，給予駐華美媒記者同等待遇。

Second, the two sides agree to grant the other side's journalists one-year multiple-entry visas. The US side pledged to immediately start the domestic procedure to address the issue of Chinese journalists' duration of stay while the Chinese side pledged to accord US journalists in China the same treatment after US policies and measures are in place.

三是雙方將依法依規(guī)為符合申請要求的新任常駐記者對等審批簽證。

Third, the two sides will approve, in a reciprocal manner and in accordance with laws and regulations, the visa application of eligible journalists to be posted to the other side's country.

這一成果來之不易，符合雙方媒體利益，值得珍惜。希望美方信守承諾，盡快將有關(guān)措施政策落實(shí)到位，同中方共同努力，為兩國媒體在對方國家工作生活持續(xù)創(chuàng)造有利條件。

This hard-won outcome that serves the interests of the media on both sides should be cherished. It is hoped that the US can honor its words, put relevant measures and policies in place as soon as possible, and work with China to create a favorable environment for the work and life of journalists in each other's country.

法新社記者：你剛才重申了中美就媒體問題達(dá)成的三點(diǎn)共識，中美雙方對于其中提到的改變是否規(guī)定了時(shí)間線?何時(shí)開始實(shí)施?

AFP: I just wanted to follow up on the question about the three-point consensus on media outlets. Earlier you reiterated some of the points that were reached in this consensus. We're just wondering if the US and China have also a timeline for when these changes outlined are to take place?

趙立堅(jiān)：我剛才闡述了中美雙方有關(guān)共識的情況。關(guān)于你提到的時(shí)間問題，我剛才也提到，希望雙方能夠根據(jù)達(dá)成的有關(guān)共識，盡快將有關(guān)措施政策落實(shí)到位。

Zhao Lijian: I just elaborated on the consensus reached between China and the US. With regard to the issue about timeline you mentioned, as I said earlier, it is hoped that the two sides can follow through on the consensus and put relevant measures and policies in place as soon as possible.

澳亞衛(wèi)視記者：美國總統(tǒng)拜登在11月16日中美元首會晤當(dāng)天，簽署總額約1.2萬億美元的“基礎(chǔ)設(shè)施投資和就業(yè)法案”。白宮發(fā)言人普薩基表示，美中元首會晤是美方同中方建立競爭條款的良好機(jī)會。中方對此有何評論?

MASTV: US President Biden signed the $1.2 trillion Infrastructure Investment and Jobs Act on November 16, the same day the virtual meeting between Chinese and US heads of state took place. White House Press Secretary Jen Psaki said that the virtual meeting is "an opportunity to set the terms of the competition with China". Do you have any comment?

趙立堅(jiān)：我愿再次強(qiáng)調(diào)，美國如何發(fā)展自己是美國內(nèi)政。我曾在中國駐美使館工作多年，對美國情況有一些了解。我們樂見美國取得更大發(fā)展進(jìn)步。

Zhao Lijian: I would like to stress that how the US intends to invest in itself is its domestic affair. I worked in the Chinese Embassy in the US for many years and have some idea about the conditions in the country. For our part, we would be glad to see the US making greater progress at home.

中國的目標(biāo)從來不是超越或者取代美國，不是為了跟美國搞你輸我贏的競爭，而是不斷超越自我，成為更好的中國，讓中國人民過上更好的生活。作為世界前兩大經(jīng)濟(jì)體，中美利益高度交融。中美合則兩利，斗則俱傷。無論是從中美兩國人民還是世界各國人民的共同利益出發(fā)，合作才是中美唯一正確選擇。

It is never China's goal to surpass or replace the US or engage in zero-sum competition with it. Our goal is to constantly surpass ourselves, become a better version of ourselves and enable the Chinese people to lead better lives. As the two largest economies in the world, China and the US have deeply-intertwined interests. Both stand to gain from cooperation and lose from confrontation. For the sake of the Chinese and American people and for the sake of people of the whole world, cooperation is the only right choice for our two countries.

美方應(yīng)該端正心態(tài)，理性看待中國和中國發(fā)展，為中美關(guān)系健康穩(wěn)定發(fā)展發(fā)揮建設(shè)性作用。

The US should adjust its mentality, look at China and its development in a rational light, and play a constructive role in the sound and steady development of bilateral relations.

CCTV: It is reported that when talking about the virtual meeting between Chinese and US Presidents, US National Security Advisor Jake Sullivan said on November 16 at a webinar held by the Brookings Institution that the two Presidents both recognize the weight of responsibility in stewarding the US-China relationship and in stewarding their respective foreign policies as two significant countries in the world. "You will see at multiple levels, and intensification of the engagement to ensure that there are guardrails around this competition so that it doesn't veer off into conflict," he said. Do you have any comment?

趙立堅(jiān)：昨天上午，習(xí)近平主席同拜登總統(tǒng)舉行了視頻會晤。兩國元首都認(rèn)為，此次會晤是坦率、建設(shè)性、實(shí)質(zhì)性和富有成效的，有利于增進(jìn)雙方了解，增加國際社會對中美關(guān)系的正面預(yù)期，向中美兩國和世界發(fā)出了強(qiáng)有力的信號。雙方同意繼續(xù)通過各種方式保持密切聯(lián)系，推動中美關(guān)系重回健康穩(wěn)定發(fā)展的正確軌道，造福中美兩國人民和世界各國人民。

Zhao Lijian: Yesterday morning, President Xi Jinping and President Joe Biden had a virtual meeting. The two Presidents agreed that their meeting is candid, constructive, substantive and productive. It helps increase mutual understanding, adds to the positive expectation of the international community for this relationship, and sends a powerful message to the two countries and the world. The two sides agreed to maintain close communication in different forms and steer China-US relations back on the right track of sound and steady development, for the good of the people in both countries and around the world.

彭博社記者：中美關(guān)于記者簽證達(dá)成的共識是否只適用于在美國媒體工作的美籍記者?另外，據(jù)《南華早報(bào)》報(bào)道，美方要求中方釋放原油儲備，作為中美雙方正在進(jìn)行的討論中的一部分。你能否證實(shí)?

Bloomberg: And just a clarification on the US-China agreement on journalists' visas. Is this only applied to US nationals at US media? And additionally, the South China Morning Post reported that the US asked China to release oil reserves as part of ongoing discussions between the two countries. Could the foreign ministry confirm that?

趙立堅(jiān)：關(guān)于你的第一個(gè)問題，我剛才已經(jīng)介紹了中美雙方達(dá)成的共識。

Zhao Lijian: On your first question, I already elaborated on the consensus reached between the two sides.

關(guān)于你的第二個(gè)問題，在昨天舉行的中美元首視頻會晤中，兩國元首談及了能源安全問題。習(xí)近平主席指出，中美應(yīng)該倡導(dǎo)國際社會共同維護(hù)全球能源安全，加強(qiáng)天然氣和新能源領(lǐng)域合作，同國際社會一道，維護(hù)全球產(chǎn)業(yè)鏈供應(yīng)鏈安全穩(wěn)定。

On your second question, during their virtual meeting yesterday, the Chinese and US heads of state talked about the issue of energy security. President Xi noted the need for China and the US to call on the international community to jointly protect global energy security, strengthen cooperation on natural gas and new energy, and work with other countries to keep global industrial and supply chains safe and stable.

共同社記者：據(jù)美國媒體報(bào)道，拜登政府會以中國“人權(quán)問題”為由宣布，將不派遣政府官員參加北京冬奧會。中方對此有何評論?

Kyodo News: It is reported by US media that the Biden administration will announce that it will not send government officials to China for the Beijing Winter Olympics citing human rights issues. I'm wondering if you have a comment.

趙立堅(jiān)：我不對猜測性的報(bào)道作出評論。我愿重申，北京2022年冬奧會和冬殘奧會是世界各國冬奧運(yùn)動員的舞臺，他們才是主角。

Zhao Lijian: I don't comment on speculative reports. I would like to reiterate that the Beijing Winter Olympic and Paralympic Games is a stage for all winter sports athletes around the world. It is them that should be in the spotlight.

當(dāng)前，北京冬奧會籌備工作已進(jìn)入倒計(jì)時(shí)沖刺階段，包括國際奧委會在內(nèi)的國際社會高度認(rèn)可籌辦工作，外國冬奧運(yùn)動員熱切期待來華參賽。我們堅(jiān)信，在奧林匹克精神的指引下，在各方共同努力下，我們一定能為全世界呈現(xiàn)一屆簡約、安全、精彩的奧運(yùn)盛會，共同推動國際體育事業(yè)的蓬勃發(fā)展。

The preparation work of the Games has entered the home stretch. The international community, including the IOC, highly recognizes the preparation work and foreign athletes are looking forward to coming to China for the Games. 巴通社記者：11月15日，中巴經(jīng)濟(jì)走廊事務(wù)局舉辦座談會，向在巴中資企業(yè)介紹更多在巴基斯坦投資的機(jī)會。70多家在巴中資企業(yè)參加。中方對此有何回應(yīng)?

Associated Press of Pakistan: On November15, CPEC Authority hosted a meeting with the Pakistan-based Chinese companies and briefed them about further investment opportunities in Pakistan. Over 70 Chinese companies participated in the meeting. Do you have any response?

趙立堅(jiān)：我們注意到有關(guān)報(bào)道，贊賞巴方對中巴經(jīng)濟(jì)走廊建設(shè)加大支持和投入。

Zhao Lijian: We noted relevant reports and appreciate the greater support for and input into the China-Pakistan Economic Corridor (CPEC) by the Pakistani side.

中巴經(jīng)濟(jì)走廊是“一帶一路”重要先行先試項(xiàng)目，已步入高質(zhì)量發(fā)展階段。中方愿同巴方一道落實(shí)好兩國領(lǐng)導(dǎo)人重要共識，在建設(shè)好、運(yùn)營好現(xiàn)有項(xiàng)目基礎(chǔ)上，進(jìn)一步聚焦產(chǎn)業(yè)、農(nóng)業(yè)、社會民生等領(lǐng)域合作，將中巴經(jīng)濟(jì)走廊打造成“一帶一路”高質(zhì)量發(fā)展的示范性工程。我們也期待巴方持續(xù)優(yōu)化營商環(huán)境，為各國投資者在巴經(jīng)營提供更多便利。

CPEC, an important pilot program of the Belt and Road Initiative (BRI), has entered a stage of high quality development. China stands ready to work together with Pakistan to implement the important consensus reached between the leaders of our two sides. On the basis of ensuring sound construction and operation of existing projects, we will focus more on cooperation in industries, agriculture and people's livelihood, and strive to turn CPEC into a demonstration project of high-quality BRI development. We also hope that Pakistan will continue to improve business environment and provide greater facilitation for all foreign investment.

Associated Press: Next week, Interpol, the International Criminal Police Organization, will meet in Istanbul to decide on its new 13-member executive committee. Is the Deputy Director-General of the Ministry of Public Security Hu Binchen China's nominee? Some lawmakers expressed concerns over this. Do you have any response?

趙立堅(jiān)：我想告訴你的是，中國警方長期以來同國際刑警組織、各成員國執(zhí)法部門保持務(wù)實(shí)友好的合作關(guān)系，嚴(yán)格按照國際法和國際刑警組織有關(guān)章程規(guī)則開展各項(xiàng)合作。國際刑警組織是打擊跨國犯罪的專業(yè)組織，不應(yīng)受到政治等因素的干擾。中方推薦合適人選競選國際刑警組織執(zhí)委，是作為該組織成員國之一，積極支持該組織打擊恐怖主義、打擊跨國犯罪、“讓世界更安全”的目標(biāo)，為國際警務(wù)合作作出積極貢獻(xiàn)的一個(gè)具體舉措。中方將繼續(xù)支持國際刑警組織依照章程和規(guī)則，發(fā)揮多邊警務(wù)合作平臺的重要作用。

Zhao Lijian: I would like to tell you that the Chinese police has long maintained a practical and friendly cooperative relationship with Interpol and law enforcement departments of its members. We conduct various cooperation in strict compliance with international laws and Interpol's Constitution and relevant regulations. Interpol is a professional organization focused on cracking down on cross border crimes. It should be free from the disruption of politics and other factors. By recommending appropriate candidates to run for the executive committee membership, China, an Interpol member, is taking concrete steps to support the organization's goal of fighting terrorism and cross border crimes to make the world a safer place, and contribute to international police cooperation. China will continue to support Interpol in playing its key role as a multilateral police cooperation platform in accordance with its Constitution and regulations.

Reuters: NSC Security Adviser Jake Sullivan also said that during the Biden-Xi meeting, China agreed to work with the US on nuclear arms treaty. Can you confirm this?

Zhao Lijian: I don't have any information to offer on top of the readout of the virtual meeting that was released by the Chinese side.

彭博社記者：周二，拜登總統(tǒng)告訴記者，臺灣自己做決定，是獨(dú)立的。之后，拜登又稱，美國不鼓勵(lì)“臺獨(dú)”，美國完全不會改變對臺政策，鼓勵(lì)臺灣嚴(yán)格依據(jù)“與臺灣關(guān)系法”行事，這就是美國正在做的事情，讓臺灣自己做決定。中方對此有何評論?

Bloomberg: On Tuesday, Biden told reporters that Taiwan makes its own decisions and is independent. He later said that "we are not encouraging independence, but that we're not going to change our policy at all. We're encouraging them to do exactly what the Taiwan Act requires. That's what we're doing. Let them make up their mind. Period." Does China have any comment on these comments?

趙立堅(jiān)：昨天我給大家已經(jīng)詳細(xì)介紹了中美兩國元首視頻會晤關(guān)于臺灣問題的有關(guān)情況。中方也發(fā)布了相關(guān)的消息稿。

Zhao Lijian: Regarding the two Presidents' discussion about the Taiwan question in their virtual meeting, I already briefed you on the situation yesterday. China also released a readout on the meeting.

我想強(qiáng)調(diào)的是，美方應(yīng)該遵守的是一個(gè)中國原則和中美三個(gè)聯(lián)合公報(bào)，這是中美兩國的重要政治共識，也是中美關(guān)系的政治基礎(chǔ)。所謂“與臺灣關(guān)系法”也好，對臺“六項(xiàng)保證”也罷，這些純粹是美國內(nèi)一些勢力炮制出來的，都與中美三個(gè)聯(lián)合公報(bào)背道而馳，其實(shí)質(zhì)是將美國的國內(nèi)法凌駕于國際義務(wù)之上，是非法和無效的。

I want to stress that what the US should abide by is the one-China principle and the three China-US Joint Communiqués, which are important political consensus between China and the US and the political foundation of Chine-US ties. Both the so-called "Taiwan Relations Act" and the "Six Assurances", concocted by some forces in the US, contravene the three China-US Joint Communiqués. In essence, they place US domestic law above international obligations and are illegal and invalid.
