Experts have repeatedly urged the US government to review its Rewards for Justice program in order to ensure that its activities are aligned with international law. I wonder if China has any comment on this?

Relevant UN human rights experts pointed out in the joint statement that some people whom the US government designates as being associated with terrorism have not been charged with any crimes, and are denied access to due justice process. The US practice of accusing people of suspected involvement in terrorist activities and making them carry out tasks against their will under the threat of a penalty for not doing so amounts to forced labour as defined by agreements made through the International Labour Organization. Such actions violate relevant personnel's right to work, freedom of movement, reputation, and life. This runs counter to the humanitarian spirit and international law. UN human rights experts said they have raised this concern with the US government but have thus far not received any response.2

汪文斌:關于美日領導人會晤并發(fā)表聯(lián)合聲明中的涉華內容,外交部發(fā)言人已就此闡明嚴正立場。這里我愿再談三點:
Wang Wenbin: Regarding the meeting between the US and Japanese leaders and China-related content in the joint statement, spokesperson of the Foreign Ministry already stated China's stern position. I will make three points as follows:
第一,世界上只有一個體系,就是以聯(lián)合國為核心的國際體系;只有一套規(guī)則,就是以聯(lián)合國憲章為基礎的國際關系基本準則。美日不代表國際社會,沒有資格定義國際秩序,更沒有資格將自身標準強加于人。美日嘴上鼓吹“自由開放”,實則拉幫結派搞“小圈子”,煽動集團對抗,這才是對地區(qū)和平穩(wěn)定的真正威脅、對國際規(guī)則秩序的肆意破壞。66年前,萬隆會議在和平共處五項原則基礎上,提出處理國家間關系的十項原則,至今仍對指導國際關系具有十分重要的現(xiàn)實意義。這充分說明,要團結不要分裂、要平等不要霸權、要合作不要對抗,才符合時代發(fā)展的潮流,才經得起歷史實踐的檢驗。
First, there is but one system in the world, that is, the international system with the UN at its core; there is but one set of rules, namely, the basic norms governing international relations based on the UN Charter. The US and Japan cannot represent the international community. They have no right to define international order, still less the right to impose their own standards on others. While trumpeting "freedom and openness", the US and Japan are forming "small cliques" and create bloc confrontation, which poses real threats to regional peace and stability and reckless damage to international rules and order. The Bandung Conference 66 years ago, on the basis of the Five Principles of Peaceful Coexistence, put forward the Ten Principles of Bandung pertaining to state-to-state relations, which is still highly relevant in guiding practices in international relations. This fully shows that only the pursuit of unity over division, equality over hegemony, and cooperation over confrontation is in keeping with the trend of the times and can stand the test of history.
第二,在人權問題上,日美兩國對中國人民和世界人民是欠賬的。日本上世紀三十年代發(fā)動的侵略戰(zhàn)爭給亞洲國家特別是中國人民造成深重災難。但日本作為戰(zhàn)敗國,國內至今卻仍不時出現(xiàn)否認、美化侵略行徑的言行。美國長期推行窮兵黷武政策,僅21世紀以來,美對外發(fā)動的戰(zhàn)爭就造成超過80萬人死亡,其中平民死亡人數(shù)就達30多萬。日美應該做的,是切實反省并糾正自己的侵略行徑和侵犯他國人權的錯誤行為,而不是打著人權幌子,行干涉中國內政之實。借口人權問題抹黑他國形象、破壞他國穩(wěn)定、遏制他國發(fā)展,中國人民不答應,世界人民也不答應。當務之急,日本應正視周邊國家和國際社會的嚴正關切,本著對世界各國人民生命健康負責的態(tài)度,立即停止實施向海洋排放核污染水的決定,停止損人不利己的行為。
Second, on human rights issues, Japan and the US are in debt to the Chinese people and the world's people. Japan launched aggressive wars in the 1930s, bringing untold sufferings to Asian countries, especially the Chinese people. However, Japan, as a defeated nation, denies and whitewashes the aggression from time to time even till this day. The US has long followed a belligerent policy. In the 21st century alone, wars staged by the US elsewhere caused over 800,000 deaths, including over 300,000 civilians. What Japan and the US should do is to reflect on their aggression in history and redress wrong actions that violate human right in other countries, rather than meddling in China's internal affairs under the disguise of human rights. Denigrating, destabilizing and containing other countries by citing human rights as the excuse is something that the Chinese people and people around the world will never allow. The imperative now is for Japan to face up to the stern concerns of neighboring countries and the international community, act in a responsible manner for the life and health of people around the world, immediately stop implementing the decision to discharge contaminated nuclear water into the sea, and stop actions that bring good to no one.
第三,抗擊疫情需要秉持科學精神,需要各國通力合作。美國把抗疫政治化,對別國污名化,大搞甩鍋、退群,不僅使美國人民付出沉痛代價,也給國際抗疫合作制造了障礙,增添了阻力。美日應停止在抗疫問題上的政治操弄,珍惜生命,尊重科學,為促進國際抗疫合作多做實事,少添麻煩。
Third, combating COVID-19 requires a science-based spirit and concerted efforts of all countries. The US has politicized the fight against the epidemic, stigmatized other countries, shifted blame and pulled out of international organizations. This has not only made the American people pay a heavy price, but also created obstacles to and impeded international anti-epidemic cooperation. The US and Japan should stop political manipulation on the issue of anti-epidemic efforts, value life and respect science, and do more practical things to promote international anti-epidemic cooperation rather than causing more trouble.
