 How to protect land 如何保護(hù)土地
     Soil is a finite resource that cannot be substituted on a large scale as a basis for food production and many other essential ecosystem services such as nutrient recycling, water purification, habitat of organisms and many more. Nonetheless, fertile soil continues to be degraded and polluted directly or indirectly through open-cast mining, deforestation, overgrazing of pasture land, over-intensive agriculture, conversion of farmland into infrastructural and building areas, waste disposal, inputs of detrimental substances released through traffic, households and industrial activities into the atmosphere and other human activities.
     Protecting the quality of our soils is as important as protecting the air we breathe and the water we drink. Protecting soil is critical to protecting our ecosystems and our ability to raise crops or maintain a backyard garden.
     Soil quality can be a measure of soil productivity. Soil quality can also be linked to water quality.
     Specifically, soil quality is the capacity of soil to function within ecosystem boundaries to sustain biological productivity, maintain environmental quality, and promote plant and animal health. Soil quality focuses not just on characteristics such as nutrient availability and total organic matter levels, but also focuses on overall soil biological activity, organic matter content, water infiltration, and soil structure.
     Protecting and enhancing soil quality is accomplished through the use of soil conservation efforts; Best Management Practices for fertilizers and pesticides; and the proper use, handling and storage of agricultural chemicals, fertilizers, manures and soil amendments.
     With the human population still growing, urbanization increasing and climate conditions changing, the protection of this essential resource is not only more urgent than ever, but is also facing completely new challenges in the future.
     In response to these challenges, the mission of the Soil Protection group is to establish scientific knowledge required to sustain and manage the quality of soil as an essential basis for human and other life. This includes:
     ·early detection and identification of developments threatening ecological soil functions
     ·assessment of physical, chemical and biological stresses on soil and their impacts on soil quality and functioning
     ·characterization of risks for man and environment deriving from soil pollution and degradation
     ·development and evaluation of counter-measures against such threats and adverse impacts and of ways for a sustainable use of soil functions
     土地(Land)指地球表層(epigeosphere)的陸地部分及其以上、以下一定幅度空間范圍內(nèi)的全部環(huán)境要素(environmental elements),以及人類社會生產(chǎn)生活活動作用于空間的某些結(jié)果所組成的自然--經(jīng)濟(jì)綜合體。
     狹義的土地,僅指陸地部分,這種觀點較有代表性的是土地規(guī)劃(land-use program)專家和自然地理學(xué)家的觀點。廣義的土地,不僅包括陸地部分,而且還包括光、熱、空氣、海洋......。
     減少土地侵蝕(erosion)的方法一般來說有以下幾種:
     (1)消除或控制工業(yè)"三廢"(three industrial wast)的排放。
     (2)加強(qiáng)土地污灌區(qū)(sewage irrigation region)的檢測和管理。
     (3)合理施用化肥(chemical fertilizer)和農(nóng)藥(pesticide)。
     (4)增加土壤容量和提高土壤凈化(soil sanitation)能力。

     為了應(yīng)付這一挑戰(zhàn),提出了使用和保護(hù)土地的新政策。

     Oliver: I just quarreled with a stranger in the subway.
     奧利弗:剛剛乘地鐵和一個陌生人吵架了。
     Michael: Why?
     邁克爾:為什么?
     Oliver: There were many people in the subway and I stepped on his foot by accident. Then we quarreled with each other.
     奧利弗:車上人很多,我不小心踩了他一下,然后我們就吵起來了。
     Michael: There are contradictions in the subways everyday.
     邁克爾:地鐵上幾乎每天都會發(fā)生口角。
     Oliver: There were not so many people in the city years ago, which the population is expending sharply during these years.
     奧利弗:前幾年城市里沒有這么多人,這些年人口卻迅速膨脹。
     Michael: That's because many people who worked in farmland before swarm into city.
     邁克爾:這是因為很多過去在農(nóng)村耕種的人都涌入了城市。
     Oliver: But why?
     奧利弗:但這是為什么呢?
     Michael: The gradual decrease and deterioration of land year by year prevent farmers from keeping living by cultivation.
     邁克爾:土地的逐年減少以及衰退使得農(nóng)民無法再依靠耕種維持生計。
     Oliver: What are the reasons for land decrease and deterioration?
     奧利弗:是什么原因?qū)е峦恋氐臏p少和衰退呢?
     Michael: The policy of returning the grain plots to forests and grass turned many farmlands back to forests. In addition, excessive use of pesticides makes many lands not suit for cultivation any more. The compulsory occupation by land developers is also an important reason.
     邁克爾:由于前幾年政府的退耕還林,退耕還草政策,使很多耕地變回了森林。此外由于過分使用農(nóng)藥,使得很多土地不再適合耕地。土地開發(fā)商對于耕地的強(qiáng)行占用也是重要原因之一。
     Oliver: These land developers shift their sight to rural areas when the housing in urban areas is saturated and eager to gain profit from it.
     奧利弗:開發(fā)商在城市住房飽和的情況下開始將目光投入到鄉(xiāng)村,并計劃從中獲取暴利。
     Michael: These are the reasons for the decrease of cultivated lands.
     邁克爾:這些原因都令耕地面積減少。
     Oliver: There are also some farmers who believe that working in cities can earn more than cultivation, so sell the lands to developers.
     奧利弗:還有一些農(nóng)民認(rèn)為在城市打工的收入比種地高,所以將土地出售給開發(fā)商。
     Michael: The disappearance of land is an unnegligible problem for counties like ours with so large population.
     邁克爾:耕地的減少對于我們這樣一個人口大國來講是一個不可忽視的問題。
     Oliver: The government should decree related policies to protect lands and guarantee famers legal rights.
     奧利弗:政府應(yīng)當(dāng)出臺相關(guān)政策保護(hù)耕地,確保農(nóng)民的合法利益。
     Michael: Yes. Such as increase the supporting force towards agriculture, make regulations on pesticides using and restrict the occupation of land by developers.
     邁克爾:對。比如加大政府對于農(nóng)業(yè)的扶持力度,對農(nóng)藥的使用做出規(guī)定,限制開發(fā)商無限制地占用耕地等等。
     Oliver: You're right.
