個(gè)人購(gòu)匯監(jiān)管加強(qiáng) 不得用于境外買(mǎi)房和證券投資

Chinese residents now need to fill an applicationform indicating the purpose of foreign exchangepurchases.

如今我國(guó)居民需要填寫(xiě)申請(qǐng)表寫(xiě)明購(gòu)買(mǎi)外匯的目的。

The application form includes 11 purposes residentscan check, including travel and medical care.

申請(qǐng)表中提供了旅游、醫(yī)療等11種購(gòu)匯目的供居民勾選。

The form specifies that residents will not beapproved to purchase foreign currency if they hopeto use the money for overseas housing andinsurance with investment returns.

表格還明確，居民購(gòu)匯不得用于境外買(mǎi)房和投資性返還分紅類(lèi)保險(xiǎn)。

 

 

Residents who violate the rules will be put on a watch list by the currency regulator and willface cancellation of their right to buy foreign currencies for one to three year years, according tothe State Administration of Foreign Exchange.

根據(jù)國(guó)家外匯管理局表示，違反規(guī)定的居民將被貨幣監(jiān)管機(jī)構(gòu)列入監(jiān)管名單，并會(huì)被取消購(gòu)買(mǎi)一至三年外匯的權(quán)利。

Before 2017, Chinese residents could easily buy foreign currency through official channels,including mobile banking transactions.

在2017年之前，中國(guó)居民可以通過(guò)官方渠道，如包括手機(jī)銀行交易輕松購(gòu)買(mǎi)外匯。

The annual quota of $50,000 for foreign exchange purchases by individuals remainsunchanged.

此外，每人每年五萬(wàn)美元的購(gòu)匯額度沒(méi)有變化。

China faces less capital flight pressure than a year ago, said Yao Yang, a professor ofeconomics at Peking University.

北京大學(xué)經(jīng)濟(jì)學(xué)教授姚洋表示，相比一年前，我國(guó)面臨的資本外逃的壓力有所減少。

Yao does not expect the government to impose short-term restrictions on individual foreignexchange purchases. "Restriction does not help stabilize market expectations, but may triggermore capital flight," he said.

姚洋并不期望政府對(duì)個(gè)人外匯購(gòu)買(mǎi)行為實(shí)行短期限制。他說(shuō)道：“限制不利于穩(wěn)定市場(chǎng)的預(yù)期，但卻可能引發(fā)更多的資本外逃。”
