2月13日，我國(guó)發(fā)布2023年中央一號(hào)文件，提出九方面重點(diǎn)工作全面推進(jìn)鄉(xiāng)村振興。文件指出 ，全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家，最艱巨最繁重的任務(wù)仍然在農(nóng)村。
China unveiled its "No. 1 central document" for 2023 on Feb 13, outlining nine tasks for comprehensively promoting rural vitalization this year. The document noted that the most arduous and heavy task of building a modern socialist country in all respects still lies in the countryside.

實(shí)施鄉(xiāng)村振興戰(zhàn)略，是黨的十九大作出的重大決策部署。2018年，中共中央、國(guó)務(wù)院印發(fā)《關(guān)于實(shí)施鄉(xiāng)村振興戰(zhàn)略的意見(jiàn)》。意見(jiàn)提出，到2020年，鄉(xiāng)村振興取得重要進(jìn)展，制度框架和政策體系基本形成。到2035年，鄉(xiāng)村振興取得決定性進(jìn)展，農(nóng)業(yè)農(nóng)村現(xiàn)代化基本實(shí)現(xiàn)。到2050年，鄉(xiāng)村全面振興，農(nóng)業(yè)強(qiáng)、農(nóng)村美、農(nóng)民富全面實(shí)現(xiàn)。
2月13日，21世紀(jì)以來(lái)第20個(gè)指導(dǎo)“三農(nóng)”工作的中央一號(hào)文件發(fā)布。這份文件題為《中共中央 國(guó)務(wù)院關(guān)于做好2023年全面推進(jìn)鄉(xiāng)村振興重點(diǎn)工作的意見(jiàn)》，全文共九個(gè)部分，包括：抓緊抓好糧食和重要農(nóng)產(chǎn)品穩(wěn)產(chǎn)保供、加強(qiáng)農(nóng)業(yè)基礎(chǔ)設(shè)施建設(shè)、強(qiáng)化農(nóng)業(yè)科技和裝備支撐、鞏固拓展脫貧攻堅(jiān)成果、推動(dòng)鄉(xiāng)村產(chǎn)業(yè)高質(zhì)量發(fā)展、拓寬農(nóng)民增收致富渠道、扎實(shí)推進(jìn)宜居宜業(yè)和美鄉(xiāng)村建設(shè)、健全黨組織領(lǐng)導(dǎo)的鄉(xiāng)村治理體系、強(qiáng)化政策保障和體制機(jī)制創(chuàng)新。文件指出，世界百年未有之大變局加速演進(jìn)，我國(guó)發(fā)展進(jìn)入戰(zhàn)略機(jī)遇和風(fēng)險(xiǎn)挑戰(zhàn)并存、不確定難預(yù)料因素增多的時(shí)期，守好“三農(nóng)”基本盤(pán)至關(guān)重要、不容有失。黨中央認(rèn)為，必須堅(jiān)持不懈把解決好“三農(nóng)”問(wèn)題作為全黨工作重中之重，舉全黨全社會(huì)之力全面推進(jìn)鄉(xiāng)村振興，加快農(nóng)業(yè)農(nóng)村現(xiàn)代化。

要全面推進(jìn)城鄉(xiāng)、區(qū)域協(xié)調(diào)發(fā)展，提高國(guó)內(nèi)大循環(huán)的覆蓋面。充分發(fā)揮鄉(xiāng)村作為消費(fèi)市場(chǎng)和要素市場(chǎng)的重要作用，全面推進(jìn)鄉(xiāng)村振興，推進(jìn)以縣城為重要載體的城鎮(zhèn)化建設(shè)，推動(dòng)城鄉(xiāng)融合發(fā)展，增強(qiáng)城鄉(xiāng)經(jīng)濟(jì)聯(lián)系，暢通城鄉(xiāng)經(jīng)濟(jì)循環(huán)。
Coordinated development between urban and rural areas and between regions should be promoted to increase the coverage of domestic circulation. We should give full play to rural areas as a consumer market and factors market and comprehensively promote rural revitalization. We should also promote urbanization with county towns as a pivot, promote integrated urban and rural development, strengthen economic ties between urban and rural areas, and smooth economic circulation between urban and rural areas.
