  • [00:11.53]not a victory of party,
  • [00:14.01]but a celebration of freedom
  • [00:16.96]symbolizing an end, as well as a beginning
  • [00:21.48]signifying renewal, as well as change.
  • [00:26.65]For I have sworn before you
  • [00:29.33]and almighty God
  • [00:31.56]the same solemn oath our forebears presCRIbed
  • [00:37.22]nearly a century and three-quarters ago.
  • [00:41.23]The world is very different now.
  • [00:43.76]For man holds in his mortal hands
  • [00:47.96]the power to abolish all forms of human poverty
  • [00:53.47]and all forms of human life.
  • [00:56.71]And yet the same revolutionary beliefs
  • [01:00.86]for which our forebears fought
  • [01:04.46]are still at issue around the globe
  • [01:07.87]the belief that the rights of man
  • [01:10.56]come not from the generosity of the state,
  • [01:13.89]but from the hand of God.
  • [01:16.77]We dare not forget today
  • [01:19.62]that we are the heirs of that first revolution.
  • [01:24.22]Let the word go forth from this time and place,
  • [01:28.77]to friend and foe alike,
  • [01:31.66]that the torch has been passed
  • [01:34.75]to a new generation of Americans
  • [01:37.44]born in this century,
  • [01:40.32]tempered by war, disciplined by a hard
  • [01:45.34]and bitter peace,
  • [01:47.71]proud of our ancient heritage,
  • [01:50.19]and unwilling to witness or permit
  • [01:54.13]the slow undoing of those human rights
  • [02:00.41]to which this nation has always been committed
  • [02:04.16]and to which we are committed today
  • [02:07.00]at home and around the world.
  • [02:16.35]Let every nation know,
  • [02:19.79]whether it wishes us well or ill,
  • [02:23.93]that we shall pay any price,
  • [02:27.44]bear any burden,
  • [02:30.12]meet any hardship,
  • [02:32.76]support any friend
  • [02:35.59]oppose any foe,
  • [02:38.58]to assure the survival
  • [02:40.14]and the success of liberty.
  • [02:47.52]This much we pledge-and more.
  • [02:51.01]To those old allies
  • [02:53.18]whose cultural and spiritual origins we share,
  • [02:59.00]we pledge the loyalty of faithful friends.
  • [03:02.63]United, there is little we cannot do
  • [03:05.62]in a host of cooperative ventures.
  • [03:08.61]Divided, there is little we can do
  • [03:11.79]for we dare not meet a powerful challenge
  • [03:15.55]at odds and split asunder.
  • [03:19.53]To those new states whom we welcome
  • [03:22.12]to the ranks of the free,
  • [03:23.80]we pledge our word
  • [03:26.43]that one form of colonial control
  • [03:30.28]shall not have passed away
  • [03:32.37]merely to be replaced
  • [03:35.02]by a far more iron tyranny.
  • [03:38.35]We shall not always expect
  • [03:40.02]to find them supporting our view.
  • [03:42.70]But we shall always hope to find them
  • [03:45.43]strongly supporting their own freedom
  • [03:49.78]and to remember that, in the past,
  • [03:52.67]those who foolishly sought power
  • [03:56.31]by riding the back of the tiger
  • [03:59.44]ended up inside.
  • [04:07.17]To those people in the huts
  • [04:10.96]and villages of half the globe
  • [04:14.47]struggling to break the bonds of mass misery,
  • [04:18.32]we pledge our best efforts
  • [04:20.72]to help them help themselves,
  • [04:23.61]for whatever period is required
  • [04:26.13]not because the communists may be doing it,
  • [04:28.88]not because we seek their votes,
  • [04:31.71]but because it is right.
  • [04:34.84]If a free society cannot help
  • [04:38.08]the many who are poor,
  • [04:40.51]it cannot save the few who are rich.
  • [04:49.30]To our sister republics
  • [04:51.95]south of our border,
  • [04:54.06]we offer a special pledge:
  • [04:56.95]to convert our good words into good deeds,
  • [05:00.95]in a new alliance for progress
  • [05:03.99]to assist free men and free governments
  • [05:08.34]in casting off the chains of poverty.
  • [05:11.93]But this peaceful revolution of hope
  • [05:16.17]cannot become the prey of hostile powers.
  • [05:20.38]Let all our neighbors know
  • [05:23.62]that we shall join with them
  • [05:26.49]to oppose aggression or subversion
  • [05:29.27]anywhere in the Americas.
  • [05:32.10]And let every other power know
  • [05:34.33]that this hemisphere intends to remain
  • [05:37.12]the master of its own house.
  • [05:40.40]To that world assembly of sovereign states,
  • [05:49.44]the United Nations, our last best hope
  • [05:53.80]in an age where the instruments of war
  • [05:57.05]have far outpaced the instruments of peace,
  • [06:01.54]we renew our pledge of support
  • [06:04.88]to prevent it from becoming
  • [06:07.31]merely a forum for invective,
  • [06:09.83]to strengthen its shield
  • [06:12.84]of the new and the weak,
  • [06:14.60]and to enlarge the area
  • [06:16.88]in which its writ may run.
  • [06:19.90]Finally, to those nations
  • [06:22.68]who would make themselves our adversary,
  • [06:26.88]we offer not a pledge but a request:
  • [06:31.18]that both sides
  • [06:33.51]begin anew the quest for peace,
  • [06:36.46]before the dark powers of destruction
  • [06:39.81]unleashed by science
  • [06:42.54]engulf all humanity in planned
  • [06:46.44]or accidental self-destruction.
  • [06:49.98]We dare not tempt them with weakness.
  • [06:53.11]For only when our arms
  • [06:55.44]are sufficient beyond doubt
  • [06:58.37]can we be certain beyond doubt
  • [07:00.95]that they will never be employed.
  • [07:03.88]But neither can two great
  • [07:06.60]and powerful groups of nations
  • [07:09.79]take comfort from our present course
  • [07:12.42]both sides overburdened
  • [07:15.17]by the cost of modern weapons,
  • [07:18.09]both rightly alarmed
  • [07:20.73]by the steady spread of the deadly atom,
  • [07:24.02]yet both racing to alter
  • [07:26.96]that uncertain balance of terror
  • [07:29.90]that stays the hand of mankind's final war.
  • [07:34.25]So let us begin anew
  • [07:37.03]remembering on both sides
  • [07:39.20]that civility is not a sign of weakness,
  • [07:42.34]and sincerity is always subject to proof.
  • [07:46.80]Let us never negotiate out of fear,
  • [07:50.15]but let us never fear to negotiate.
  • [08:01.45]Let both sides explore what problems unite us
  • [08:06.37]instead of belabouring those problems
  • [08:08.95]which divide us.
  • [08:11.12]Let both sides, for the first time,
  • [08:13.86]formulate serious and precise proposals
  • [08:17.95]for the inspection and control of arms,
  • [08:21.35]and bring the absolute power
  • [08:24.08]to destroy other nations
  • [08:26.27]under the absolute control of all nations.
  • [08:34.65]Let both sides seek to invoke
  • [08:38.15]the wonders of science instead of its terrors.
  • [08:42.19]Together let us explore the stars,
  • [08:45.88]conquer the deserts, eradicate disease,
  • [08:49.77]tap the ocean depths,
  • [08:52.55]and encourage the arts and commerce.
  • [08:55.38]Let both sides unite to heed,
  • [08:58.47]in all corners of the earth,
  • [09:01.10]the command of Isaiah
  • [09:02.97]to "undo the heavy burdens,
  • [09:05.40]and let the oppressed go free."
  • [09:09.19]And, if a beachhead of cooperation
  • [09:13.04]may push back the jungle of suspicion,
  • [09:16.90]let both sides join in
  • [09:19.68]creating a new endeavour
  • [09:22.26]not a new balance of power
  • [09:24.55]but a new world of law
  • [09:27.58]where the strong are just,
  • [09:30.17]and the weak secure, and the peace preserved.
  • [09:34.86]All this will not be finished
  • [09:37.45]in the first 100 days.
  • [09:41.26]Nor will it be finished
  • [09:43.23]in the first 1,000 days,
  • [09:45.83]nor in the life of this administration,
  • [09:49.05]nor even perhaps in our lifetime on this planet.
  • [09:53.20]But let us begin.
  • [10:01.29]In your hands, my fellow citizens,
  • [10:06.04]more than mine, will rest the final success
  • [10:10.54]or failure of our course.
  • [10:14.29]Since this country was founded
  • [10:15.81]each generation of Americans
  • [10:19.10]has been summoned to give testimony
  • [10:22.54]to its national loyalty.
  • [10:25.47]The graves of young Americans
  • [10:27.79]who answered the call to service
  • [10:30.74]surround the globe.
  • [10:33.72]Now the trumpet summons us again
  • [10:36.85]not as a call to bear arms, though arms we need;
  • [10:42.26]not as a call to battle, though embattled we are;
  • [10:47.51]but a call to bear the burden
  • [10:50.55]of a long twilight struggle,
  • [10:53.83]year in and year out,
  • [10:56.82]"rejoicing in hope, patient in tribulation"
  • [11:01.72]a struggle against the common enemies of man:
  • [11:05.61]tyranny, poverty, disease, and war itself.
  • [11:11.02]Can we forge against these enemies
  • [11:13.90]a grand and global alliance,
  • [11:17.10]north and south, east and west,
  • [11:22.10]that can assure a more fruitful life
  • [11:24.84]for all mankind
  • [11:28.20]Will you join in that historic effort?
  • [11:37.46]In the long history of the world,
  • [11:41.61]only a few generations have been granted
  • [11:45.36]the role of defending freedom
  • [11:48.44]in its hour of maximum danger.
  • [11:51.63]I do not shrink from this responsibility,
  • [11:54.32]I welcome it.
  • [12:00.62]I do not believe that any of us
  • [12:03.72]would exchange places with any other people
  • [12:07.45]or any other generation.
  • [12:09.99]The energy, the faith, the devotion
  • [12:13.68]which we bring to this endeavour
  • [12:17.57]will light our country and all who serve it.
  • [12:20.99]And the glow from that fire
  • [12:23.96]can truly light the world.
  • [12:27.35]And so, my fellow Americans,
  • [12:30.18]ask not what your country can do for you;
  • [12:34.48]ask what you can do for your country.
  • [12:45.21]My fellow citizens of the world,
  • [12:48.90]ask not what America will do for you,
  • [12:52.99]but what, together, we can do
  • [12:55.79]for the freedom of man.
  • [13:01.11]Finally, whether you are citizens of America
  • [13:06.57]or citizens of the world,
  • [13:09.21]ask of us here
  • [13:11.29]the same high standards
  • [13:13.87]of strength and saCRIfice
  • [13:16.92]which we ask of you.
  • [13:19.44]With a good conscience our only sure reward,
  • [13:24.44]with history the final judge of our deeds,
  • [13:28.43]let us go forth to lead the land we love,
  • [13:32.84]asking His blessing and His help,
  • [13:37.34]but knowing that here on earth,
  • [13:40.21]God's work must truly be our own.
