“十三五”期間我國(guó)生態(tài)環(huán)境質(zhì)量總體改善 8項(xiàng)指標(biāo)已提前完成

生態(tài)環(huán)境部副部長(zhǎng)趙英民在國(guó)新辦舉行的新聞發(fā)布會(huì)上透露，和五年前相比，全國(guó)生態(tài)環(huán)境質(zhì)量總體改善，污染防治階段性目標(biāo)順利實(shí)現(xiàn)。

China will be able to meet all of its nine pollution control targets during the 13th Five-Year Plan (2016-20) period as scheduled. "The environmental improvements in the country after 2015 have been bigger than those in each of the other five-year plan periods," said Zhao Yingmin, vice-minister of ecology and environment, at the news conference.

生態(tài)環(huán)境部副部長(zhǎng)趙英民在發(fā)布會(huì)上表示，“十三五”時(shí)期是迄今為止生態(tài)環(huán)境質(zhì)量改善成效最大的五年，我國(guó)將如期完成“十三五”規(guī)劃綱要確定的9項(xiàng)污染防治指標(biāo)。

【單詞講解】

這里的as scheduled是一個(gè)固定搭配，表示“按時(shí)、如期”，比如：The train will be leaving as scheduled.(火車會(huì)按時(shí)發(fā)車)。Schedule這個(gè)詞，我們并不陌生，可以用作動(dòng)詞或名詞表示“安排日程;日程”，比如，I have a hectic schedule this week(我這周要忙死了)。My English lesson is scheduled for 2 pm.(我的英語(yǔ)課安排在下午2點(diǎn))。值得注意的是，這個(gè)詞在英式英語(yǔ)和美式英語(yǔ)中的發(fā)音很不一樣，在英式英語(yǔ)中讀作[??ed?.u?l]，在美式英語(yǔ)中讀作[?sked?.u?l]，大家不要記混了哦。

從具體指標(biāo)看，與2015年相比，

2019年全國(guó)地表水質(zhì)量達(dá)到或好于Ⅲ類水體(the proportion of surface water with a water quality rating of Grade III or higher)比例上升8.9個(gè)百分點(diǎn)，達(dá)到74.9%，

地表水質(zhì)量劣Ⅴ類水體比例(the proportion of water with quality below Grade V)下降6.3個(gè)百分點(diǎn)，達(dá)到3.4%;

細(xì)顆粒物(PM2.5)未達(dá)標(biāo)地級(jí)及以上城市濃度(density of PM 2.5 in prefecture-level cities with low air quality standards)下降23.1%，

全國(guó)337個(gè)地級(jí)及以上城市空氣質(zhì)量?jī)?yōu)良天數(shù)比率(the proportion of days with good air quality in 337 prefecture-level cities)達(dá)到82%;

化學(xué)需氧量、氨氮、二氧化硫、氮氧化物排放總量(discharge of chemical oxygen demand, ammonia nitrogen, sulfur dioxide, and oxynitride)累計(jì)分別下降11.5%、11.9%、22.5%、16.3%;

單位GDP二氧化碳排放(carbon dioxide emissions per unit of GDP)累計(jì)降低18.2%。

除地級(jí)及以上城市空氣質(zhì)量?jī)?yōu)良天數(shù)比率這一項(xiàng)指標(biāo)外，其余8項(xiàng)約束性指標(biāo)均已完成“十三五”規(guī)劃綱要確定的目標(biāo)。

針對(duì)尚未完成的這一項(xiàng)指標(biāo)，趙英民介紹，

From January to September, the proportion of days with fairly good air quality in those cities reached 87.2 percent, 5.7 percentage points higher than that of the same period in 2019. The country is expected to meet its ninth goal of at least 84.5 percent of days with good air quality in the 337 monitored cities by year's end.

今年1至9月，地級(jí)及以上城市空氣質(zhì)量?jī)?yōu)良天數(shù)比率為87.2%，同比上升5.7個(gè)百分點(diǎn)。預(yù)計(jì)能夠順利完成“十三五”規(guī)劃綱要確定的“全國(guó)337個(gè)地級(jí)及以上城市空氣質(zhì)量?jī)?yōu)良天數(shù)比率達(dá)到84.5%以上”這個(gè)目標(biāo)。
