無奈的“萬能居委會”

　　“萬能居委會”需要開具100多項證明，其中不乏“證明你媽是你媽”、“證明你家有多少錢”、“證明殘幣不是自己破壞的”、“證明你沒犯過罪”。

　　Journalists visited a universal neighborhood committee in Xi'an, Shaanxi, and found it was entrusted to issue more than 100 certificates, including authorities from public security, education, judiciary, civil affairs and real estate departments.

　　記者在陜西西安見識了一個“萬能居委會”，發(fā)現(xiàn)該居委會要負(fù)責(zé)開具包含公安、教育、司法、民政、房產(chǎn)在內(nèi)的100多類證明。

　　地方行政機(jī)構(gòu)(administrative departments)要求居委會開設(shè)的證明五花八門，其中不乏“證明你媽是你媽”、“證明你家有多少錢”等等。不僅給群眾辦事增加難度(bring difficulties to the residents)，也給居委會增加了沉重負(fù)擔(dān)(place a tremendous workload on local neighborhood committees)。

　　嚴(yán)格說來，居委會只是“基層群眾性自治組織”(local autonomous institution)，既無執(zhí)法權(quán)，也無調(diào)查權(quán)(has no rights of law enforcement or investigation)。也就是說，居委會的蓋章不具法律效力(is not legally valid)。

　　“萬能居委會”反映出地方政府官僚主義繁文縟節(jié)依然嚴(yán)重(expose the severity of the problem of excessive red tape)，這與中央政府提出的簡政方針背道而馳(against the principle of streamlining administration promoted by the central government)。
