國務院進一步推進“戶籍制度改革”

國務院印發(fā)《關(guān)于進一步推進戶籍制度改革的意見》，部署深入貫徹落實黨的十八大、十八屆三中全會和中央城鎮(zhèn)化工作會議關(guān)于進一步推進戶籍制度改革的要求，促進有能力在城鎮(zhèn)穩(wěn)定就業(yè)和生活的常住人口有序?qū)崿F(xiàn)市民化，穩(wěn)步推進城鎮(zhèn)基本公共服務常住人口全覆蓋。

The document said the government will remove the limits on hukou registration in townships and small cities, relax restrictions in medium-sized cities, and set qualifications for registration in big cities.

文件指出，政府將取消城鎮(zhèn)和小城市落戶限制，放開中等城市落戶限制，確定大城市落戶條件。

戶籍制度改革(reform of household registration system)屢次成為近年的熱議話題，此次國務院印發(fā)的《意見》就進一步推進戶籍制度改革提出3方面11條具體政策措施，包括：進一步調(diào)整戶口遷移政策(adjusting household registration transfer policy)、創(chuàng)新人口管理(innovate population management)，以及切實保障農(nóng)業(yè)轉(zhuǎn)移人口及其他常住人口合法權(quán)益(safeguard the legal rights and benefits of rural people who have moved to cities and other permanent residents)。

北京、上海等特大城市(megacities)將建立積分落戶制度(points system for household registration)，根據(jù)綜合承載能力和經(jīng)濟社會發(fā)展需要，以具有合法穩(wěn)定就業(yè)和合法穩(wěn)定住所(含租賃)、參加城鎮(zhèn)社會保險年限、連續(xù)居住年限等為主要指標，合理設(shè)置積分分值。
