The investigations have concluded there is “sufficient evidence against the PM on suspicions of the offences of accepting bribes, fraud and breach of trust” in connection to an Israel-born Hollywood film-maker, and “fraud and breach of trust” involving his connections with an Australian billionaire, the police said in a statement.

In a second case, involving the newspaper baron, investigators found “sufficient evidence against the prime minister in this case for the offences of bribery, fraud and breach of trust”, the statement read.

Mr Netanyahu took to national television minutes before the statement was released to defend himself, and pledged that his government would serve its full term despite the recommendations. He will only face indictment if the attorney-general decides to accept the recommendations.

“Because I know the truth, I am telling you, these things will end with nothing. These recommendations have no place in our democratic rule,” he said. “According to the law, it is not the police that decides — only the judicial bodies.”

In a lengthy address, Mr Netanyahu rejected the notion that he would have done favours for businessmen in exchange for cigars, and said his actions showed that he never made decisions that benefited individuals.

“I have acted only for the good of the country, not for cigars, not for the press coverage, only the good of the country,” he said. He later added: “There is nothing — [it is] an upside down world.”

Mr Netanyahu, who has been elected prime minister four times and is near to becoming Israel’s longest serving premier, has found his leadership embroiled in the investigations. He himself has been questioned, along with his closest aides, while a former chief of staff agreed last August to testify for the state.

In the first case, Mr Netanyahu and his wife, Sara, among others in his inner circle, have been said by local media to have received tens of thousands in jewellery, champagne and cigars from wealthy businessmen, including Arnon Milchan, an Israeli citizen. Mr Netanyahu denied that it was improper for him to help Mr Milchan with his US visa problems.

The police said “sufficient evidence” had been established over suspicions of bribery in Mr Milchan’s case. A lawyer for Mr Milchan could not be contacted for comment.

In what is referred to as Case 2000, Mr Netanyahu denied that he had done any favours for the publisher of a local newspaper, Arnon Moses, in exchange for favourable coverage.
