Stanley Fischer has submitted his resignation as vice-chairman of the Federal Reserve, adding to the turbulence at the US central bank as it faces a host of vacancies at senior levels.

美聯(lián)儲(Federal Reserve)副主席斯坦利•費希爾(Stanley Fischer)已經(jīng)遞交了辭職信,在這家美國央行面臨多個高層職位空缺之際,此舉將加劇該機構(gòu)的動蕩。

In a letter to President Donald Trump, the former Bank of Israel chief said he would leave in October for “personal reasons”, which he did not detail. The 73-year-old’s term, which began in May 2014, was not due to expire until June next year.

Mr Fischer’s departure comes amid a highly uncertain period for the Fed’s board of governors, leaving up to four of its seven seats vacant. It offers another opportunity for Mr Trump to recast the policy and direction of the central bank — as well as deepening the uncertainty within financial markets about its likely policy stance.

Mr Fischer has been a visceral opponent of Mr Trump’s efforts to deregulate finance. His departure gives the president a chance to appoint a Wall Street-friendly policymaker. Mr Trump has also voiced support for low rates while Mr Fischer was seen as more hawkish than Janet Yellen, the Fed chair.

“[Mr Fischer] represented the board internationally with distinction and led our efforts to foster financial stability,” Ms Yellen said.

The Fed chair’s term is up in February and Mr Trump has made clear he may not reappoint her; the leading alternative candidate is Gary Cohn, Mr Trump’s top economic adviser.

Mr Trump has appointed Randal Quarles, a proponent of bank deregulation, as the Fed’s vice-chair of financial supervision, a nomination yet to be confirmed by the Senate. The president is considering Marvin Goodfriend, Carnegie Mellon University economist, for the board, and a further seat for a person with community banking experience needs to be filled.

Mr Fischer was respected in central banking circles, having spent his career in institutions including the World Bank and IMF, and academia’s leading economics departments, including University of Chicago.

Mohamed-El-Erian, chief economic adviser at Allianz, who worked under Mr Fischer at the IMF, said it was a loss for central banking. “He brings to the table this very rare and unique combination of a very solid economics foundation [and] massive national and international experience,” Mr El-Erian said.

安聯(lián)(Allianz)首席經(jīng)濟顧問、在IMF時曾在費希爾手下工作的穆罕默德•埃爾-埃利安(Mohamed El-Erian)表示,這對央行工作是一個損失。“他帶來了非常難得的、獨特的組合,既有極為深厚的經(jīng)濟學功底,又有豐富的國家和國際層面經(jīng)驗,”埃爾-埃利安表示。

Mr Fischer was not expected to be re-appointed as vice-chair, although he would have had the option of staying as a governor until 2020. He was known to have differed with Ms Yellen on occasions — in particular in 2015, when he struck a hawkish note on rates as the Fed chair was planning to hold policy.

此前外界就預計費希爾不會被重新任命為美聯(lián)儲副主席,盡管他可以選擇在美聯(lián)儲理事會任職至2020年。外界知道他和耶倫之間有時會有分歧,特別是在2015年,就在美聯(lián)儲主席準備保持政策不變時,他卻在利率問題上發(fā)表了具有鮮明鷹派色彩的言論。

In a recent interview with the Financial Times, Mr Fischer was highly critical of efforts to loosen the post-crisis regulatory regime. “After 10 years everybody wants to go back to a status quo before the great financial crisis. And I find that really extremely dangerous and extremely short-sighted,” he said.

費希爾最近在接受英國《金融時報》采訪時,對放松危機后監(jiān)管制度的做法發(fā)出強烈批評。“現(xiàn)在金融危機過去了10年,大家卻都想回到金融危機前的狀態(tài)。我認為這真的極端危險和極端短視,”他表示。
