North Korea has fired a missile over Japan, escalating tensions again on the Korean peninsula after the UN Security Council imposed tough sanctions on Pyongyang.

在聯(lián)合國(guó)安理會(huì)通過對(duì)朝嚴(yán)厲制裁措施之后,朝鮮向日本上空發(fā)射了一枚導(dǎo)彈,令朝鮮半島緊張局勢(shì)再度升級(jí)。

South Korea on Friday signalled it would stop seeking talks with North Korea after the reclusive regime fired its latest ballistic missile over Japan.

在朝鮮試射最新彈道導(dǎo)彈飛越日本上空之后,韓國(guó)于周五表示其將不再尋求與朝對(duì)話。

“Dialogue is impossible in a situation like this,” Mr Moon told the National Security Council, in a reversal of his long-held stance of seeking to engage with Pyongyang.

“在這種情形下,對(duì)話是不可能的,”文在寅對(duì)國(guó)家安全委員會(huì)(National Security Council)表示。他推翻了自己長(zhǎng)期以來(lái)尋求對(duì)朝接觸的立場(chǎng)。

The missile was the second launch over Japan in as many months and came two days after Pyongyang had threatened to destroy the country with nuclear weapons and turn the US into “ashes and darkness”.

這是朝鮮在幾個(gè)月內(nèi)第二次試射飛越日本上空的導(dǎo)彈。兩天之前,朝鮮曾揚(yáng)言以核武器摧毀日本并讓美國(guó)“化為一片灰燼和黑暗”。

Less than 10 minutes after the test, Seoul fired two short-range ballistic missiles 250km into waters off its east coast in a simulated attack on the North’s weapons facilities.

Mr Moon warned North Korean leader Kim Jong Un that “we have the power to destroy North Korea and make it unable to recover”.

The rhetoric signals a tougher approach from the South Korean leader, whose policy of engagement and dialogue with North Korea has raised eyebrows in Japan and the US.

這一言論表明韓國(guó)領(lǐng)導(dǎo)人開始采取更嚴(yán)厲的立場(chǎng)。文在寅的對(duì)朝接觸與對(duì)話政策已引起了日美的不滿。

After North Korea’s sixth and biggest nuclear test on September 3, a rift appeared to open in South Korea’s 65-year-old alliance with the US, with Donald Trump accusing Seoul of “appeasement”.

“North Korea’s provocative missile launch represents the second time the people of Japan, a treaty ally of the United States, have been directly threatened in recent weeks,” said Rex Tillerson, US secretary of state. “These continued provocations only deepen North Korea’s diplomatic and economic isolation.”

Yoshihide Suga, the Japanese government chief cabinet secretary, said the “outrageous provocations repeated by North Korea are completely unacceptable”. The White House said President Donald Trump had been briefed.

Tensions on the Korean peninsula have risen sharply as Pyongyang has made faster-than-expected progress towards being able to hit the US with a nuclear-armed intercontinental ballistic missile.

在朝鮮朝著能用洲際彈道核導(dǎo)彈打到美國(guó)方面取得快于預(yù)期的進(jìn)展之際,朝鮮半島的緊張局勢(shì)已顯著升溫。

Friday morning’s launch was the first since North Korea conducted its sixth nuclear test on September 3, which US experts increasingly believe was a hydrogen bomb with many times the destructive power of the atomic bombs the US dropped on Hiroshima and Nagasaki during the second world war.

It also came as Jim Mattis, US defence secretary, was visiting US Strategic Command, the Nebraska-based headquarters for US nuclear forces. Combined with a visit to Minot air force base in North Dakota the previous day, it was aimed at sending a signal to North Korea about the military options the US possesses.

Washington continues to push a global campaign to put maximum economic pressure on Pyongyang in an effort to force the regime back to the table for talks about de-nuclearisation on the Korean peninsula.

Washington welcomed the Chinese action, but wants Beijing to take tougher action since China has the most leverage with North Korea given that it accounts for 90 per cent of its trade.

In a statement following the missile launch, Mr Tillerson said the UN resolutions were “the floor, not the ceiling, of the actions we should take” as he called on other countries to take new measures against Pyongyang.

“China supplies North Korea with most of its oil. Russia is the largest employer of North Korean forced labour,” said Mr Tillerson. “China and Russia must indicate their intolerance for these reckless missile launches by taking direct actions of their own.”

Steven Mnuchin, US Treasury secretary, this week warned Beijing that the US would impose financial sanctions on China if it did not fully enforce the UN measures against North Korea.

美國(guó)財(cái)政部長(zhǎng)史蒂文•姆努欽(Steven Mnuchin)本周警告中國(guó)稱,如果中國(guó)沒有完全執(zhí)行聯(lián)合國(guó)對(duì)朝制裁,那么美國(guó)會(huì)對(duì)中國(guó)進(jìn)行金融制裁。

In an interview on Thursday, Ed Royce, the Republican chairman of the House foreign affairs committee, said Washington needed to bring maximum economic pressure on Pyongyang, and that China was key to achieving that goal. He said the US should put pressure on Chinese banks that engage in financial transactions with North Korea or companies that help Pyongyang develop its weapons programmes.
